I honestly suggest that you read my blog. But in a nutshell, a new generation entails a mechanics overhaul, and usually a new handheld system. There is no real reason why a new region can't be introduced in the middle of a generation using the existing engine and mechanics. A new setting, story and a modest number of new Pokémon don't require a gameplay leap.

Think of it this way: Generation V broke the pattern of a new generation being released for a new system. But would this have happened if the DS games had been patchable? I would think that Game Freak would have extended Generation IV via an update rather than replacing it with another DS-based generation. That option wasn't available then, but it is now. If they finally introduce a new region without defining it as a new era, then they can use the opportunity to deviate from their formula of what a Pokémon game should be like. To put a finer point on it, they could finally introduce a region that capitalizes on the history of the series, which the standard regions only do to a very minor extent.
