Ah yes the never-ending story of complaints about Togepi and Mistys character in Johto.First of all just to point out,anyone who think how Togepi is the reason why Misty didnt received enough screentime during Johto is contradicting himself,because she had Togepi during Kanto and Orange aswell.Now why she didnt received enough screentime during Johto?Its quite obvious,reason is writers unexperience at that time with writing for big sagas like Johto was,not being able to handle things as good like they are doing now.Noone was threated well during Johto,which applies to Ash aswell(reffering to his Johto team).Groups pokemon didnt received proper amount of screentime,rivals hardly appeared,gs ball plot was left aside and when it comes to Brock(i rather not want to start).
As for your "lovely commentary" how she became "background object" during Johto your completely wrong.That title fits more Brock,because he was the one who truly was part of background.

Ah yes he cooked,and here and there received episode to himself once in a blue moon.God i remember how there were episodes where all he did was saying "hi im Brock" while introducing himself and his usual flirting with girls.
In Mistys case she was threated much better.In terms of personality she was pretty much the same,just with less fire.She was funny,being passionate about things she like(reffering to water types),still coming up with witty comments teasing group,with her firery temper occasionally coming on surface,it was just in smaller dozes.Togepi was in reality just a step toward Misty starting to mature as character,with her starting to develop mother feelings toward him(which is normal,when you take care of baby pokemon).
In terms of screentime,its true she didnt received enough but compared to Brock it was undeniably more.She had that Whirl Cup,actually had interaction with characters,received more character centric episodes(like Seaking competition,saving baby Marill,trying to convince nurse Joey to overcome her fear from water types,helping Sakura with her situation with her older sisters etc(the list goes on).
Well in my opinion i liked Mistys character equally in all regions(including Johto) and still do consider her being great character just like she was in early days.Granted she doesnt exactly punch people in faces,uses mallet or is exploding so frequently in these days like it was the case before,but thats because with time she developed as character becoming more mature and responsible as person being more selfconfident,at the same time keeping main traits about character and things which we like about our redhead(like spunk,fears which she didnt overcome like bugphobia,sarcasm,funny aspects of her and remarks etc) along with showing her explosive temper(in smaller dozes) with gaining some new ones.
Her development as character shows progression,steps in life through which she went giving more depth to her character(making her seem even more realistic as person).
