It's hard to tell whether it's a hat or not. Official arts, especially ones by Sugimori, constantly switch between it, possibly, being a hat and it being hair.
As far as I'm concerned, he has dual color hair. It hasn't been the first time we've seen someone with dual color hair or a young person with white hair.
Steven has white, or a color similar to it, hair and he seems no older then 25. Gardenia has dual color hair.
Can't tell in his models either though they seem floppy, then again so did May's hair. Arguably those games aren't canon anyway so they probably mean nothing.
