In terms of new moves, I'd say increase Razor Leaf's BP to something like 70 or so in order for it to become a good substitute for Pokemon that lack Leaf Blade. Furthermore, Grass types need a Fire Blast/Hydro Pump (read: a 120bp/85 acc special attack that does not have any adverse effects.) I'd propose Seed Flare be more wide spread. Sure, it's Shaymin's signature move, but Leaf Blade/Blaze Kick/Muddy Water were the Hoenn starters' signature moves too and look what happened. How much more fantastic would Pokemon like Vileplume, Bellossom, Whimsicott, Liligant, Meganium, Sceptile and Venusaur be if they had access to Seed Flare? On a similar note, they really should extend the number of Pokemon that can learn Power Whip (which is for all intents and purposes Seed Flare's physical counterpart.) Pokemon like Meganium, Serperior, Sunflora and I'd say even Breloom, Leafeon, Simisage and Virizio, who could feasibly use their tails, should have access to it.
